The department has established a unit that deals specifically with the question of Targeted Enterprise Development, Historically Disadvantaged Individuals and SMMEs in its procurement activities. This is in line with Supply Chain Management, which was enacted to, inter alia, establish a system for the procurement of goods and services; give effect to the Preferential Procurement Policy Framework Act (5/2000) and to create and sustain conditions for the empowerment of small, medium and micro enterprises. The department’s commitment to the vision and principles of redressing the imbalances of the past is unwavering, hence the establishment of this office. This office will equip the department with the instruments to drive implementation to achieve its noble objectives. It marks a pivotal milestone in the process to take forward the vision of the department and crystalises significant effort by the department to translate the spirit and intent of the legislation into concrete action. The Province of KwaZulu-Natal has a population of 9.5 million people comprising of 84.9% Africans, 8.5% Asians, 5.1% Whites and 1.5% Coloureds. The current poverty rate of the province is 54.3%. Africans, especially from rural areas, constitutes 80% of those who are poor. The Targeted Enterprise Development Unit (TED) was established with the aim to redress the imbalances of the past through targeted procurement thereby contributing towards achieving the broader socio-economic objectives. The Unit started operating in May 2005 and is located within the Finance Management Cluster of the KwaZulu Natal Department of Health.

This Unit is responsible for, inter alia

  • Planning, developing and implementing procurement policies and guidelines on targeted procurement at all times adhering to Public Finance Management Act 1 of 1999;
  • Analysing and evaluating SMME’s tender documents and make appropriate recommendations;
  • Monitor the award of tenders to ensure the promotion of SMME’s and HDI’s;
  • Reviewing the performance of successful tenders against agreed upon norms and standards;
  • Maintaining a BEE management information system and implement an appropriate procurement procedure to develop and implement protocols to advance HDI’s

Key Objectives of the unit

  • Redressing the bias towards big business and already established companies by ensuring that certain amount of government contracts for specific kinds of goods and services are awarded to co-operatives and Small, Medium, Micro, Enterprises (SMMEs), with focus on historically disadvantaged individuals. This economic empowerment will entail creation of more job opportunities thereby contributing towards poverty alleviation and reducing the burden of diseases.
  • Engaging co-operatives to substantially improve their ability to compete for business in an open SMME and broader market by affording them basic business skills, for example costing for quotations and tenders, and thereby becoming sustainable business ventures.
  • Building manufacturing skills by affording co-operative business opportunities within the Department and providing relevant business support and training those involved in the co-operatives.
  • Assist co-operatives and SMMEs in acquiring capital to finance their businesses by forging partnerships with Financial Services Institutions e.g. Ithala Development Finance Bank.
