The Department of Health in KwaZulu-Natal affirms it's commitment
 to quality health care

The Head of the Department of Health in KwaZulu-Natal, Dr Sibongile Zungu convened a three day strategic planning workshop (from the 18th to the 20th of May 2012) attended by departmental managers from Head Office and Health Districts. This meeting aimed at setting the priorities of the Department in 2012 and beyond in ensuring the delivery of quality health care services to our communities.

Opening the workshop, the MEC for Health Dr Sibongiseni Dhlomo said “in 2015 Presidents of countries globally will be meeting to report on their countries’ progress in line with the Millennium Development Goals”. “When the President of South Africa goes to that meeting, it will be up to all of us what he will say in front of other Presidents; as what we do and what we do not do will clearly determine the outcomes. We are faced with many challenges in the health sector. There is a need for all of us to put more extra effort. With the administrative leadership and guidance from Dr Zungu, I have confidence that as a Department we will continue to strive for excellence and put more effort in addressing the current health challenges for the improvement of the lives of our communities in the Province” emphasized Dr Dhlomo.

Echoing the sentiments of Dr Dhlomo, Dr Zungu said “for the change we want to see, it starts with all of us. There is a need for us to do things differently and better”. She further highlighted the achievements of the Department which included the prevention of mother to child transmission, identification of National Health Insurance three pilot sites, infrastructure outputs, male medical circumcision, TB cure rate, total budget spend, HIV counselling and testing, district specialized teams, provincial health summit, fight against fraud and corruption, patients on ART, MDR centre of excellence, PHC outreach teams, Cuban doctor program, implementation of breastfeeding policy, campaign for accelerating the reduction in maternal mortality in Africa, malaria control and political oversight.

Whilst highlighting the achievements, Dr Zungu also elaborated on areas that the Department should improve on. These areas are on management efficiencies, ambulance response times, asset management, supply chain management, management accountability, quality of data and usage, planned patient transport, community health promotion, monitoring and evaluation, quality of care, PHC supervision, fleet management, maintenance of facilities, contract management, performance management, client and staff satisfaction, medico-legal claims and interventions for non-communicable diseases.

Dr Zungu emphasized that, for the Department to achieve it’s goals and targets, rationalization and alignment within the Department is crucial and she further unpacked the structural set-up that supports this process. She indicated that the Department will, on finalization of this process be categorized by four Regions managed through regional teams and each Region will be led by Regional General Manager. Currently, the Department has eleven Health Districts in line with the ten District Municipalities and one Metro in KwaZulu-Natal.

The three day workshop was characterized by informative presentations and report backs and everyone participated with enthusiasm. Managers shared the platform deliberating on progress, ideas, plans, challenges, interventions and resolutions. The atmosphere entailed objective assessments, commendations, constructive criticism and a team spirit which strived for the positive impact where it matters – on the ground (in our communities). During the workshop, the Department was joined by the National Department of Health and the Office of the Auditor-General. The National Department of Health deliberated on NHI and the Office of the Auditor-General on Drivers of Internal Control to Achieve Clean Administration. Both deliberations were informative and useful to the management of the Department.
Convening such a workshop indeed affirmed the commitment by Dr Sibongile Zungu and her management team in the administrative leadership of the Department. Closing the workshop, Dr Zungu highlighted that everyone has a role to play in tackling the challenge of disease burden and ensuring a long and healthy life for all South Africans. She continued to unpack quite a number of resolutions that will ensure that the Department of Health in KwaZulu-Natal achieves this. She encouraged all managers that they should never stop to strive for better. “Change for the better is within all of us. Let us continue to serve our communities with commitment and make a great impact where it matters most” said Dr Sibongile Zungu.

Lomhlangano wezinsuku ezintathu ubuqukethe imibiko enolwazi nefundisayo futhi bonke abaphathi bebeyingxenye ngokukhulu ukuzimisela. Abaphathi bashiyelane inkundla bedingida ngenqubekela phambili, amaqhinga, izinhlelo, izingqinamba kanye nezixazululo. Umoya obuvunguza bekungowokubheka izimo ngokweqiniso, izincomo, ukweluleka okwakhayo kanye nobumbano oluhlose ukwenza umehluko lapho kubaluleke khona – emiphakathini yethu. Umnyango kaZwelonke wezeMpilo kanye neHhovisi loMphenyi maBhuku esiFundazweni bebeyingxenye yalomhlangano. Umnyangu kaZwelonke wezeMpilo ukhulume ngohlelo lweNational Health Insurance kanti iHhovisi loMphenyi maBhuku labeka ngezinkomba ezisiza ukuba nokuphatha okuhle. Zombili lezinkulumo zilethe ulwazi olubalulekile kubaphathi boMnyango.
Ukubamba lomhlangano nakanjani kuqinisekisile ukuzimisela kuka Dkt. Sibongile Zungu kanye nethimba lakhe labaphathi ekufezekiseni izinhlelo zaloMnyango. Evala lomhlangano, uDkt. Zungu ukugcizelele ukuthi wonke umuntu unendima okumele ayidlale ukulwa nengqinamba yezifo ukuze kuqinisekiwe impilo ende kubantu bonke baseMzansi Afrika. Uqhubeke wabeka izinkombandlela eziningi ezizoqinisekisa ukuthi uMnyango wezeMpilo uyakufeza lokhu. Ukhuthaze bonke abaphathi ukuba bangayeki ukuzimisela nokwenza ngcono. “Ushintsho lokwenza ngcono izinto lungaphakathi kithina. Masiqhubeke sisebenzele imiphakathi yethu ngokuzimisela ukuze senze umehluko lapho kubaluleke khona – emiphakathini yethu” kusho uDkt. Zungu.
